The State of Georgia governs saltwater marshes under the Coastal Marshlands Protection Act of 1970, with enforcement by the GA DNR's Coastal Resources Division. The marshland boundaries can be revised if legal or environmental conditions change. The state mandates a 25-foot buffer, while Savannah’s zoning ordinance requires an additional 10-foot buffer. The city’s Community Rating System (CRS) earns points under Activity 420 for ensuring no development within these marshlands and buffers. Failure to enforce this open space may result in a loss of CRS points, potentially affecting the flood insurance discount provided by the NIFP.
